Executing a blood pressure measurement requires following a protocol specification precisely. Determining eligibility requires synthesizing multiple data sources against a complex set of criteria, recognizing ambiguity where it exists, and knowing when a determination is yours to make and when it must be escalated to the investigator. It requires the intellectual honesty to say "I am not certain this criterion is met" rather than rounding up, reading generously, or giving the benefit of the doubt.
